Mark Brown is a seasoned executive leader with more than 25 years of experience directing complex operations across federal and state government and the nonprofit sector. A retired U.S. Marine Corps civilian leader, Mark most recently served as Deputy Director of Operations for Marine Corps Installations Command. Previously, he led the Marine Corps Installation Emergency Management Program, overseeing policy, strategic planning, organizational preparedness, and an annual budget of approximately $20 million. His leadership supported Marine Corps installations worldwide through all phases of emergency management: mitigation, preparedness, response, and recovery.Before joining the Marine Corps, Mark managed emergency management programs and personnel serving 33 counties in eastern North Carolina. His responsibilities included directing disaster preparedness and response operations, leading regional coordination activities, developing emergency exercises, and training first responders in the National Incident Management System and Incident Command System.Mark is also the Co-Founder and Chief Operating Officer of Zoe Freedom Center, a Christian nonprofit organization that provides addiction recovery services at no cost to participants. In this role, he leads strategic planning, operations, policy development, compliance, budgeting, facilities, technology, community partnerships, and organizational growth.Throughout his career, Mark has been recognized for principled leadership, sound stewardship, and an ability to build collaborative teams that achieve measurable, mission-focused results. His honors include the Department of the Navy Meritorious Civilian Service Award and the Department of Defense Spirit of Service Award. He holds an Associate of Applied Science in Business Administration and has completed extensive advanced training in emergency management, incident command, continuity planning, exercise development, and defense support of civil authorities.
